The Gambia, Guinea Bissau, Mauritania and Senegal commit to cooperate on shared groundwater as foundation for regional peace and stability, sustainable development and climate adaptation. Ministers in charge of water gathered in Geneva to sign a declaration to engage on that path. Dialogue between states to achieve this important political step has been facilitated and supported technically by the Geneva Water Hub, a centre of the University of Geneva working on the analysis of hydropolitics and on the promotion of water as an instrument for peace and cooperation, and by the Secretariat of the UNECE Water Convention and IGRAC.

The regional working group (GTR) for trans-border cooperation on the Senegal-Mauritania water basin (BASM), made up by the four States sharing the basin, together with the OMVG and OMVS which are involved in this regional dialogue, has a mandate to induce cross-border cooperation on the BASM. Since May 2020, GTR has entered the design stage of a common vision and joint project to fulfill the mandate it has received. The regional dialogue on the BASM is facilitated and encouraged by the Geneva Water Hub, the Secretariat of The Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) operated by the Economic Commission of the United Nations for Europe (UNECE) and by the International Grounwater Resources Assessment Center (IGRAC).
