Dr. Alan Nicol is a development professional specializing in the interface between water resources management and development. He is a political scientist by background and has more than 20 years of experience in the Nile basin, including working, researching and consulting for a range of national, regional and international organizations. He is currently based in Addis Ababa as the International Water Management Institute’s Global Theme Leader on Governance, Gender and Poverty.
A difficult river: The Nile and its new political economy.
The Nile Basin has historically been embedded in political conflict and contested rights. However, after the end of the Cold War, and the dwindling politics of superpower rivalry, a ‘new dawn’ emerged in which shared benefits became a foundational concept for basin-wide cooperation. This era persisted for a short while, before a new political economy became apparent, one with profound implications for future development in the basin — and with challenges for the existing order. This talk examines the context and complexities of this new political economy and suggests where it may lead in terms of future cooperation, institutional arrangements and development directions.
